"Peace jirga" MR. Karzay wins Afghanistan losses |

The Afghan, Pakistani “Peace jirga” has approved a motion calling for the Afghan government to recognized the Taliban and Hizb-e-Islami led by Golboddin Hekmatyar as genuine political opposition groups and it also called for the Taliban and Hizbi-e-islami to accept the current Afghan constitution.
This outcome has been a major victory for MR.Karzay, the “peace jirga” has approved the already stated principle policy of MR Karzay’s government, which called for dialogue with any party or group that would accept the Afghan constitution.
The decision of the “Peace jirga” also boosts the position of the republican party in the upcoming election in United States of America. It gives the republicans the vocabulary to argue that they have been multilateral in their efforts to fight “terrorism” and that they have been successful in obtaining the support of the tribal leaders for the democratic constitution of Afghanistan.
However in reality the “peace jirga” was handicapped from the beginning when the influential leaders of North and South Wazirestan as well as many leaders from the troubled Baluchistan region boycotted the meeting.
The late announcement of President Pervez Musharraf not attending the meeting also clouded the legitimacy of the gathering.
Furthermore the ‘peace jirga” decisions are not constitutionally binding on Afghanistan or Pakistan. Then there is the problem of mechanism, there are no mechanism through which the commissions that are established by the Jirga to carryout their work while the question remains who should pay for the work of such commissions and to who should the commissions report to?
In reality, a month from now all the tribal leaders would have retuned to their homes and all that would be left behind in Afghanistan are the Taliban and the Afghan government supported by US/NATO to create the real realities on the ground.
Afghanistan has gained nothing except the world news headlines.
